REQUEST FOR PROPOSALS: Analytics Infrastructure Engineering Contractor


SCOPE OF OBJECTIVES

Survey 160 is seeking proposals from individual contractors to help build a new cloud-based data warehouse, analysis, and secure transfer platform. Our goal is to enhance security, minimize file conflicts, systematize analysis code, and improve analyst efficiency by scripting repeated tasks. As part of this work, the contractor will:

  • Set up a secure cloud environment for (a) data warehousing, (b) data transfer, and (c) data analysis using the R programming language, all within Google Cloud Platform;

  • Set up secure multi-factor authentication for this environment for up to 10 Survey 160 users;

  • Advise on off-the-shelf tools (e.g. Posit Cloud) for use within this cloud environment to achieve these objectives; 

  • Coordinate with the Survey 160 Engineering team to build pipelines for data transfer from the Survey 160 software;

  • Build infrastructure to set up data transfers from Alchemer web survey tools; and

  • Build infrastructure for scheduling automated data transfer and scripted analysis. 

The contract will be a fixed-hourly-rate contract with a project budget cap, awarded on a best-value basis. The cost of the off-the-shelf software and services recommended to complete the build-out will be considered separately from the hourly rate. There is a possibility of a follow-on contract to continue building out infrastructure (e.g. reporting dashboard) and automating tools within this environment, contingent on performance.  

REQUIREMENTS

The individual contractor should have experience in the following areas:

  • Building and managing a cloud-based data warehousing, transfer, and analytics platform;

  • Working with survey data specifically (working with text-message-based survey data is a plus); 

  • Programming in the R statistical language; and 

  • Working with Google Cloud Platform

Survey 160 is a fully remote company, but contractors must be able to virtually meet with Survey 160 team members during US time zone working hours.

SUBMITTING A PROPOSAL

The proposal should be no more than 5 written pages, and should include the following elements:

  • A set of proposed benchmarks for project completion; 

  • A description of suggested off-the-shelf tools that would be useful for the stated objectives of the projects, and costs associated with those tools (e.g. cost per user per month for a license for a given piece of software)

  • A proposed timeline and number of hours to complete the project; 

  • A CV demonstrating experience and skills needed to execute this project; and 

  • A quoted hourly rate
